Muhammad Ashraf Gujjar, Advocate Supreme Court of Pakistan, in the year 1992, at Islamabad (Pakistan), in order to provide clients with quick and high quality services of an excellent law office. The firm has been rendering the legal services to the respective clients since its establishment. Ch. Muhammad Ashraf Gujjar is one of the most well-regarded and renowned litigator, who has successfully represented a large number of high-profile cases before almost all the courts including the Supreme Court of Pakistan. Mr. Ashraf Gujjar has the extensive experience of appearing and assisting the Hon’ble Supreme Court of Pakistan, Lahore High Court, Peshawar High Court, Federal Service Tribunal, National Industrial Relations Commission, Punjab Service Tribunal, Wafaqi Mohtasib (Ombudsman), Labour Courts, District & Sessions Courts, Civil, Family, Magisterial, Criminal and Revenue Courts, at his credit.
The President of Pakistan on the recommendations of the Prime Minister has appointed him as Member of the Governing Authority of the Pakistan Electronic Media Regulatory Authority (PEMRA), where he is extending his services without any remuneration or honorarium.
The Prime Minister appointed him as Convener, Prime Minister’s Legal Reforms Committee, Ministry of Law, Justice and Human Rights, Government of Pakistan, to suggest and formulate material changes in the legal and judicial system of Pakistan to ensure speedy, expeditious and inexpensive delivery of justice to the people of Pakistan. He, after undertaking a hectic exercise and taking into confidence all the stake holders, has presented a detailed report to the Prime Minister of Pakistan suggesting therein the material amendments into the existing law, which is responsible for inefficient administration of justice.
In the year 2014 the Federal Government has offered him a position of Chairman, Implementation Tribunal for Newspaper Employees (I.T.N.E), with the status of a Judge of the High Court but he regretted with a view to continue his legal profession.
Ch. Muhammad Ashraf Gujjar was elected as President of the Islamabad Bar Association on 5th January 2006. He has represented the legal fraternity of Pakistan in a number of countries of the European Union, which includes France, Spain, Switzerland and Holland. In addition to above mentioned countries he has also traveled to the Saudi Arabia, U.A.E., Belgium & Austria, etc.
In recognition of his professional competence as a professional lawyer and his marvelous services rendered towards the legal fraternity he was elected as 1st and Pioneer President of the Islamabad High Court Bar Association, on 9th June, 2011, after the said High Court was established in the Federal Capital in pursuance of 18th Constitutional amendment in the Constitution of the Islamic Republic of Pakistan, 1973. He continued serving the profession in the said capacity till 14th April, 2012.
In view of his expertise in the constitutional, civil, administrative, labour, industrial, criminal and corporate laws, his services have been requisitioned, from time to time, by a large number of present and former clients. A selective account of some of such clients has been listed separately.
Ch. Ashraf, in his capacity as a Bar leader, visited almost all the constitutional institutions and public sector organizations to discuss reformatory measures for efficient functioning of delivery system. He made meaningful long deliberations with the Prime Ministers of Pakistan, Chairmen Senate, Speakers of the National Assembly, Chief Justices of the Supreme Court of Pakistan, Chief Justices of the High Courts, Election Commission of Pakistan, FPSC, Federal Ministers, Governors, Chief Ministers, Chambers of Commerce & Industries, etc.
The Chairman Senate Mian Raza Rabbani invited Ch. Muhammad Ashraf Gujjar to address the Senate of Pakistan and brief to all the Senators with regard to legal and judicial reforms for speedy, expeditious and inexpensive justice to the people of Pakistan, as proposed by him in his position as head of the ‘Prime Minister’s Legal Reforms Committee’, in the month of August, 2015. He accepted the invitation and briefed the Senators about material amendments proposed by him in the existing laws for ensuring speedy and inexpensive justice. The Senators appreciated his practical approach and pledged to support the relevant proposed amendments as and when tabled by the treasury bench.
